Department Overview The Coworkers of Electric Operations ensure the
delivery of safe and reliable electric service to our customers.
Electric Operations is responsible for every aspect of PG&E's
electric distribution and transmission operations, including
planning, engineering, maintenance and construction, asset
management, business planning, restoration, and emergency response.
Position Summary Oversees construction and improvement projects in
the transmission system. Identifies contract worthy projects,
consults on project feasibility and project site details,
coordinates with construction crews, oversees project inspectors,
and on a project specific basis performs construction oversight.
Prepares job packages and construction estimates, conducts job
walks, and meets with bidders, contractors, and governing agencies.
Ensures projects are completed per company standards, engineering
design, regulatory guidelines, permits and schedule. This position
is hybrid, working from your remote office and assigned location,
subject to change per business needs. The assigned work location
will be within the PG&E Service Territory and will be agreed
upon by the successful candidate and hiring leader. PG&E is
providing the salary range that can reasonably be expected for this
position at the time of the job posting. This salary range is
specific to the locality of the job. The actual salary paid to an
individual will be based on multiple factors, including, but not
limited to, internal equity, specific skills, education, licenses
or certifications, experience, market value, and geographic
location. The decision will be made on a case-by-case basis related
to these factors. This job is also eligible to participate in
PG&E’s discretionary incentive compensation programs. A
reasonable salary range is: Minimum Base Salary (Bay Area) $
126,000.00 Maximum Base Salary (Bay Area) $ 200,000.00 OR Minimum
Base Salary (California) $ 120,000.00 Maximum Base Salary
(California) $ 190,000.00 Job Responsibilities Applies broad
expertise to work on projects in multiple disciplines such as
civil, electrical, process instrumentation and pipeline
construction management with a high degree of knowledge and
ability. Works closely with Project Managers and Gas Operation
Supervisors to understand construction targets and identify
potential contractual projects. Compiles and interprets internal
drawings and relevant data for the RFP and contract processes,
renegotiates contract scope with contractor when needed. Following
start of construction, consults and clarifies technical details for
contractors, Gas Operation Supervisors and Inspectors while
assisting with change orders if needed. Attends job scope walk
downs, leads job scope discussions, and attends 30/60/90 design
reviews by Engineering to provide constructability input. Leads
formal job walk downs with Project Managers and/or Gas Operation
Supervisors to review the IFC (Issued for Construction) drawings
and discuss schedule and target dates. Addresses all communication
and project documentation with contractors and conduct meetings at
the job site. Monitors daily construction activities and ensures
the construction operations meet the program’s safety, quality,
cost and schedule goals. Utilizes workload management database,
updates any assigned projects, reviews workload analysis reports
for action, and manages full planning team process from inception
via request for contract. Acts as point of contact for construction
contractors, ensures the contractor’s plan and assigned resources
are adequate to deliver the highest value. Obtains any information,
resources, services, or materials needed to maintain the
construction workflow, budget and schedule from Project
Coordinator, Engineering, Contracts or other internal PG&E
teams. Acts as Incident Commander and PG&E Representative in
the field. Ensures contractors follow safety plans, project
environmental/land permits and PG&E safety rules and processes.
Oversees the Inspection of the construction work. Coordinates the
work of field inspectors to ensure adequate coverage of all work
performed. Communicates any engineering and design issues with
Project Coordination and Engineering, seeks or makes decisions on
any change affecting cost and schedule according to the DOA.
Requests PG&E GC field engineer to perform site verification of
content of test data and other as-built documents for accuracy and
completeness. Works with Project Managers to establish
planning/schedule dates for construction to commence later in the
year. Provides mentoring and training to Associate, Career and
Senior level employees. Travel approximately 50% with occasional
overnight stays. Qualifications Minimum: Bachelor's degree in
Construction Management, Civil Engineering, Mechanical Engineering
or equivalent experience 7 years of experience in the field of
Industrial engineering or Construction. Desired: 9 years working
experience in the field of Industrial Engineering or Construction.
Knowledge of carbon steel piping materials, welding processes and
standards used on Gas Transmission Construction. Working Knowledge
Primavera P6, Unifier, Primavera Contracts Manager, Prolog or
similar. Demonstrated abilities in Cost accounting / Inspection /
Contract administration. Demonstrated knowledge in Gas Transmission
Construction. Ability to perform cost and project scheduling. Gas
Transmission material /construction / welding standards. Advanced
knowledge of Gas Transmission construction projects in all
disciplines: civil, mechanical and pipelines. Familiarity with the
processes and orientation of construction contracting firms. Strong
project and people management skills. Ability to understand,
interpret and communicate civil/electrical work procedures, process
instrumentation, work methods, standards, policies, and guidelines.
Demonstrates skill in achieving cooperation from others to achieve
a goal. Ability to lead teams to perform effectively under
deadlines and in emergency situations. Advanced Knowledge of
California and Federal regulatory requirements such as Federal
Energy Regulatory Commission (FERC). Knowledge of the company’s
emergency management processes. Ability to lead trainings and coach
less experienced employees. Long-term planning and scheduling
skills.
